The case involves as many as 18 suspects, all are employees of the copper mine. They are accused of taking the copper, shipping it to California, and selling it to recycling plants. The recyclers were then painting the copper to make it look like scrap metal, and shipping it to China. Federal authorities believe the copper ended up in the Chinese black market.
